Tensions escalated in 1998 when both nations conducted nuclear tests. In an attempt to ease these tensions, the Lahore Declaration was signed in February 1999, advocating for a peaceful resolution to the Kashmir conflict.
However, in the winter of 1998-1999, Pakistani forces clandestinely infiltrated the Drass and Batalik sectors of Kargil in the Ladakh region, aiming to dominate the NH 1A route and control local military and civilian movements. Initially mistaken for insurgents, the true scale of the incursion became apparent, prompting India to mobilize approximately 200,000 troops, leading to a full-scale war.
