According to the Astrologers, Raksha Bandhan can be celebrated anytime on August 31. If anyone wishes to tie a rakhi on August 30, they can do so but after Bhadra kaal.

Rituals of Raksha Bandhan should be refrained from during the period of Bhadra, as this time is considered inauspicious for all auspicious activities. Numerous Hindu religious scriptures, including Vratraj, recommend avoiding the Bhadra period for the act of tying the Rakhi during the Raksha Bandhan festival.
It’s essential to highlight that Bhadra is predominant during the first half of the Purnima Tithi. Therefore, it’s advisable to wait for the Bhadra period to conclude before commencing any auspicious undertakings. While it’s a customary practice in Northern India to tie the Rakhi in the morning, this might not be the most appropriate timing.
