The film follows Kate Macer, a principled FBI Special Agent who is deeply shaken after a raid on an Arizona cartel safe house reveals dozens of hidden, decaying corpses. Due to the operation, Kate is recruited into a secretive, inter-agency task force operating near the U.S.-Mexico border.
The unit is led by the smirking, morally ambiguous CIA officer Matt Graver and his enigmatic partner, Alejandro Gillick, a figure with a mysterious past and deep connections to the cartels. Kate is kept in the dark about the true mission, which quickly descends into morally gray and brutal territory, violating standard legal and ethical guidelines.
As the operation progresses, Kate is forced to participate in tense, violent missions into the heart of Ciudad Juárez, Mexico, and through a complex drug tunnel. She begins to realize that she is being used as a legal technicality for an operation that is less about law enforcement and more about extrajudicial retribution and disrupting the drug trade to reinstate a more easily controlled power structure.
The film culminates in the revelation of Alejandro’s true identity and personal mission of bloody vengeance against the cartel leader responsible for the murder of his family, forever changing Kate’s outlook on the conflict.
